Technical assistance for the development project of the artisanal fishing port of Nouadhibou (Mauritania)
Phase 1 : Technical assistance for the bid launch (2023)
The Baie du Repos Port Authority (EPBR)—a public industrial and commercial entity established in 1996 by Decree No. 96-71 of November 23, 1996, under the oversight of the Nouadhibou Free Zone Authority (AZF NDB)—is tasked with managing all facilities at the Baie du Repos artisanal fishing port in Nouadhibou and their associated infrastructure. Its mandate includes ensuring their upkeep, maintenance, operation, development, and improvement, as well as any expansions decided upon by the supervisory authority.
With the support of the German development bank KfW, the EPBR has implemented a modernization project for the Nouadhibou artisanal fishing port. The project’s primary objective is to increase the availability of fish for direct human consumption and boost the income of sector operators, thereby contributing to the sustainable management of fisheries resources and food security in Mauritania.
This project—co-financed by KfW (€13 million) and the EPBR (€2.6 million)—aims to support the achievement of Strategic Axis No. 2 (Value chain in the marine fisheries sector) of the Fisheries and Maritime Economy Sector Policy and Planning Letter (L2P) for 2022–2024, established by the Ministry of Fisheries and Maritime Economy. It seeks to strengthen the sector's contribution to supplying quality seafood to both national and regional populations. The investments planned under the project include:
- Construction and equipping of a fish auction hall with a processing capacity of 120 tonnes of product per day
- Construction of 510 storage units, 128 parking spaces, and 7 public restroom blocks to meet fishermen's storage needs
- Development of site infrastructure (roads and utilities) serving the hall and storage units, including a wastewater pre-treatment system with a pumping station and domestic waste collection areas.
Signed in July 2019, the consulting engineering contract to support the project developer was awarded to the INROS LACKNER – Cofrepêche – IRC-Consultant consortium ("the Consortium").
To date—and following significant delays—the Detailed Preliminary Design (APD) was presented in June 2022, and the draft tender dossier (DAO) in early 2023.
Due to the project's complexity, the EPBR commissioned MP2 Consults ("the Expert") in January 2023 to provide technical assistance for the following tasks:
Technical review and recommendations regarding:
- the Detailed Preliminary Design (APD) of the future fish auction hall
- the tender dossier (DAO) for construction, equipment, and machinery
- the analysis report on the bids received
Phase 2 : Technical assistance for the implementation of the fish auction hall - Nouadhibou (2025 - 2027)
Operational implementation of the Nouadhibou fish auction hall, comprising four components:
- Defining the auction hall's operating procedures
- Identifying staffing and training needs
- Establishing the auction hall's governance structure
- Providing support during the auction hall's operational launch
